Denver Broncos coach Vance Joseph said the team is struggling to get any rhythm out of the offensive line after losing guard Josh Allen (concussion) and left tackle Gabe Carimi (concussions) to injuries.
The Broncos have lost three straight games, including three straight at home against the Raiders.
They opened the season with four straight wins, but the Raiders have won three straight and five of six.
Denver had a first-half lead of 17-7 when Allen and Carimi went down with injuries in the third quarter.
Allen, who is a rookie, and Carumim both left with apparent injuries, with Allen suffering a knee injury that required surgery.
They have been replaced by rookie center Michael Schofield and rookie guard Zach Banner.
Denver is coming off a bye week and has not played since the opener against San Diego.
Raiders coach Jack Del Rio said the Raiders are struggling to run the football.
He said the line struggled to block the run and also struggled to protect quarterback Derek Carr, who threw for 526 yards.
“We’re not getting any rhythm.
I think they need to get some rest and I think it’s going to take time to get them to that point,” Del Rio told reporters.
The Raiders have lost nine straight and three straight in Oakland.
They are 3-6 in games in which they scored 30 points or fewer.
Carr has scored 23 touchdowns in his past 14 games.
Oakland (6-9) lost the first meeting of the season at Oakland with Allen out with a hamstring injury, while Carimi and Banner were both hurt on the opening drive.
They were replaced by right guard Kevin Zeitler and right tackle Derek Wolfe.
The Rams (4-8) were the only team to score 30 points against the Broncos.
They did not score in the second half and the Raiders’ offense struggled in the final minute.
Rookie running back Jalen Richard was held to 12 yards on six carries and finished with nine carries for 21 yards.
The offense was on the field for only 11 plays and had a single snap with a 0-yard gain on its first drive.
Rams receiver Tavon Austin had four catches for 47 yards and a touchdown.
Oakland scored a touchdown on a 1-yard run by receiver Justin Blackmon on its second drive of the game.
The game was stopped in the fourth quarter when Raiders receiver Larry Fitzgerald threw an interception and the Broncos recovered.
“I didn’t really think about the interception.
I was just thinking about the field position,” Carr said.
“That was the only thing that I could think about.”
The Broncos are 0-5 in their past six home games, and their last win came on Sept. 26, 2010, at Denver.
They lost 29-20 at Arizona.
